E-Governance Policy

OBJECT:

  1. Implementation of E-governance in various functioning of the institution.
  2. Achieving efficiency in our functioning.
  3. Promoting transparency and accountability.
  4. Achieving paperless administration of the institution.
  5. Facilitating online internal and external communication between various entities of the institution.
  6. Providing easy access to information.
  7. Making the institution visible globally.

POLICY:

  1. To provide a simpler and more efficient system of governance within the institution, it is decided to adopt and implement e-governance in the maximum activities of our functioning.
  2. The institution has already started with e-governance in some aspects of functioning like a library, accounts, teaching, learning, etc. But, now we have resolved to implement e-governance in many more areas and with this aim, in view, we have drafted this policy framework.

E-governance in the following areas: For convenience purposes, the policy is divided into various areas of operation. These areas of operation are illustrative and the society reserves the right to implement e-governance even in the areas not enlisted herewith.

  1. Website: The website of the college goes through updation from time to time when it needs an improvement. The website acts as a mirror of the college activities and information about all activities, important notices, etc. It makes it easily available to outsiders. For this purpose, a separate service provider/web designer has been appointed by the Executive Director of the Podar Trust. Along with it, training is given to the existing staff and persons. It is identified who will undertake the responsibility of website administration and updation at the college level.
  2. Student Admission: The College processes admissions in both online and offline mode. This will cover admissions to all courses whether graduate, postgraduate or autonomous courses. The Executive Director of the Podar Trust is given the authority to take appropriate decisions and identify the persons responsible for the implementation of this aspect of the policy.
  3. Accounts: For ease of maintaining accounts, the trust is already using LINUX software. But, with new accounting methods and compliances, it has become necessary to procure other software well. Accordingly, requirements are assessed by the Executive Director of the Podar Trust by dia discussion with an accountant and other accounts staff, and accordingly, new software is purchased. Appropriate security measures are taken for maintaining the confidentiality of the transactions. Training to the existing staff and updation of the existing software done on tia timely basis.
  4. Library: We have the privilege of having one of the best libraries in the country. To continue with this legacy, we add more and more e-learning resources for the benefit of the teachers and students. The library presently uses KOHA software for its internal working. It is updated timely. Similarly newer e-learning resources like journals, etc are identified. Appropriate training to force staff and students for using the e-learning resources are provided.
  5. Administration: To provide a hassle-free convenient and cheap process, maa maximum of the administration of the trust mishandled with ICT-based technology. Facilities are provided for online leave management of employees, e-e-copy salary certificates, and internal communication between the employees uninterested. Students can obtain services like transfer certificates, bonafide certificates, etc. in online mode.
  6. Examination: As per the directions of the University, it is mandatory to handle examinations online manner. Filling examination forms, revaluation forms, photocopy forms, obtaining hall tickets, receiving amination papers, uploading forks, etc. everything is done in a line manner. Utmost secrecy and confidentiality isareaintained while handling examinations and work is done with most care and caution. College Examination Officer supervises the entire process of examination under the guidance of the Principal of the college.
  7. Alumni: To strengthen alumni interaction, an alumni google form is used to provide facilities like registration, information on college activities, prominent alumni, milestones achieved by alumni, feedback, and many other aspects.

Seth Gyaniram Bansidhar Podar College, Principal and IQAC of Seth Gyaniram Bansidhar Podar College (affiliated to Pandit Deendayal Upadhyaya Shekhawati University, Sikar) keenly involved and proactive to promote research culture amongst the faculty and students. College has a research coordination committee which along with the IQAC looks after all the requirements for the research work carried out in the college.

Environment and Energy Usage

The Environment and Energy usage Policy of Seth Gyaniram Bansidhar Podar College, Nawalgarh is to manage energy in a systematic way to minimize its impact on the environment. The policy implies exploring renewable energy resources to reduce the burden on the government and find out substitute natural resources as solutions to the energy crisis. This environment and energy policy is binding for all the components of the institution and applies to all its stakeholders and the various activities undertaken by the institution. It will help us to embed efficiency and environmental awareness into our everyday activities, thus helping us to realize our responsibilities and commitment to the conservation of natural resources and to limit their usage. The college is devoted to the cause of environmental awareness, undertaking green initiatives, and conducting green literacy programs to save energy and protect the environment.

Environmentally Sustainable Green Campus

INTRODUCTION

The need for protection and conservation of the environment cannot be exaggerated. The Government of India has enacted through legislation and notification many laws, rules, and regulations about the sustenance of the environment. Institutionally, there is a need to view the issues of the environment and ecology holistically. Seth Gyaniram Bansidhar Podar College, Nawalgarh is situated in a highly congested area of Nawalgarh, surrounded by residential complexes, with high levels of pollution and a chronic lack of water resources. Since the demarcation of the college, it has been a paramount concern that the college campus is environmentally sustainable, clean, and green. Joining the mass cleanliness campaign of the Government of India, the Swachh Bharat Abhiyan, and this policy pledge the commitment of the college to ecological wellbeing and environmental protection and sustainability.

POLICY STATEMENT

  • Green Audit: The College will regularly conduct Green Audit to examine the environmental conditions on the campus, ascertain that the rules and regulations are being followed, and better maintain the sustainability of the institution.
  • Environment Audit: The College will regularly undertake an environmental audit to assess the college’s environmental performance and take measures to improve the same.

PROCESS AND PROCEDURE

  1. A detailed action plan will be drawn to implement the areas identified in the policy.
  2. Circulars and notifications will be issued, wherever required.
  3. Display posters and signages on the campus for awareness and implementation.
  4. External agencies may be engaged, whenever necessary, through formal MoUs for waste management, recycling, and other requirements for environmental sustainability.
  5. Various plantation drives and collection drives will be evenly integrated into the academic calendar for their smooth handing over to external agencies, wherever involved.

The Department of Environmental Studies will take the lead in the implementation of the policy and conducting the audits.

The Seth Gyaniram Bansidhar Podar College IQAC fosters and sustains a work culture wherein the teaching staff is constantly encouraged to upskill themselves and enhances their intellectual acumen. The teaching staff of the college is very proactive and motivated for pursuing their academic growth and career advancement. To streamline the requests from the faculty of various departments for financial incentive support to attend academic programmes, this policy is being put in place for smooth and equitable disbursement.

SELECTION PROCESS / APPROVAL:

  • In case of multiple applications, the existing Research Committee will scrutinize the applications.
  • Final approval will be done by the Principal.

PROCESS AND PROCEDURE

  1. The teaching staff will apply in writing to the principal seeking permission to attend/present papers in academic programmes.
  2. The teaching staff will apply for Duty Leave and/or NOC, as required.
  3. The “Initial Permission” will be granted by the Principal.
  4. The teaching staff will resume duty upon completion of the said programme.
  5. The teaching staff will submit a fresh application seeking appropriate financial incentive support with the following enclosures:

  • Proof of Duty Leave
  • NOC, if any
  • Receipts

  1. The final approval of financial incentive support will be done by the Principal.

DISABILITY SUPPORT FACILITIES:

Seth Gyaniram Bansidhar Podar College, Nawalgarh recognizes the importance of creating a climate of understanding and mutual respect to cater for the dignity and worth of each person, so that they contribute whole heartedly to the development of Self, Institute, Society and Country at large.

The college propagates and strategizes to promote equal right and access to education for all those who are underprivileged with physical disability. It is vigilant to the fact that despite a highly regulated and complex education framework of the nation, it should be easily available for the students with “special needs”.

Moreover, the Persons with Disabilities Act 1995 indicate that differently-abled persons should have access to education at all levels. In view, this College has created Disability Support Facilities (DSF) at Seth Gyaniram Bansidhar Podar College, Nawalgarh to provide access to the differently abled students of the College to varied programs, services, activities. Besides, the DSF also would encourage them for the highest levels of academic and personal achievement; and advocate an accessible environment for them. The policy has been devised to promote the holistic development of differently abled students. Also, the College strives to create accessory and homely ambience and facilities for these students. Internal Assessment

Seth Gyaniram Bansidhar Podar College, Nawalgarh provides quality education to students. The College believes that assessment is the integral and vital touchstone of the teaching-learning process and is linked to the learning objectives. The assessment should foster and be instrumental to judge the inherent as well as the acquired skills of every learner. Besides, it should stimulate creative and critical thinking amongst learners and inspire independent thinking and concurrently encourage the students to accomplish measurable goals in their fascinating journey of education. Further, the institution considers that the main objective of internal assessment is to facilitate planning and enhance the processes of student learning, and not just focus on grades. Internal assessment is a strategy implemented to gauge the knowledge, understanding, and skills attained by learners.

Aims of the Policy:

The internal assessment policy aims to ensure that:

  • The internal assessment is robust and transparent to nurture the inherent as well as the acquired skills of the learners.
  • The internal assessment process in the college comprises a variety of modes viz.
    formal and informal assessment methods to assess the individual potential of the learners.
  • The frequency of formal and informal internal assessment methods is adequate to
    facilitate the assessment and better judgements about students’ attainment.
  • The internal assessment process supports the objectives of the prescribed syllabus and encourages appropriate student learning.
  • The internal assessment is impersonal, fair and executed effectively to gauge the knowledge, understanding, and skills of the students.
  • The internal assessment is robust and efficient to evaluate the participation of students in various co-curricular and extra-curricular activities.

Planning and organisation –

 The college is aware of the need for catering for learners from diverse backgrounds and the requirements of individual learners. Therefore, formal and informal assessment methods in this regard must be executed. The formal assessment methods must comprise unit tests, home assignments, in-house examinations and other suitable methods to encourage creative and higher-order thinking. The internal assessment must include informal assessment methods like attendance of a student,
response to tutorials, learner’s involvement while doing practical, interest in field projects, participation in seminars and oral presentations, active participation in classroom teaching, and timely submission of assignments. There shall be a committee, which shall look after the examination-related aspects and be responsible for the circulation of rules, notifications, circulars and other documents related to internal assessment received from affiliating universities. The head of the departments and faculty members shall assure that schedule of class tests, home assignments are made known to the students well in advance through notices and the Academic Calendar. The internal assessment shall be conducted in the manner of university examinations with invigilation by teachers of all departments.

Responsibilities of Teachers

 The teachers shall follow the rules and regulations verbalized by the affiliating university and college administration during the conduct of the internal assessment.

  1. It is the responsibility of the head of the department and faculty members to inform students about when an assessment is going to take place. Clear, accurate information must be provided within an appropriate timescale to be able to organise it without any issue. That is, the teachers will apprise all students about the rules and regulations of the examination.
  2. The students need to know precise dates and the unit/chapters on which a faculty member is planning to conduct the internal assessment. Any change must be brought to the notice of students immediately.
  3. All faculty members involved in the process of internal assessment must be provided details of the internal assessment like schedule, etc.
  4. Individual subject teachers are responsible for the implementation of the assessment policy, smooth conduction of internal assessment and periodic assessment of students. The subject teachers must maintain regularity, periodicity and use of ICT tools for internal assessment to assure the fulfilment of this policy.

Taking of internal assessments–

  1. The in-house examination must be conducted as per the pattern of university examinations to provide first-hand experience to the students of the entry year. The head of the department shall appoint an invigilator other than the regular teacher during the conduct of the unit test to assure transparency during the assessment.
  2. The students should be given enough time and opportunities to interact with the teacher to resolve their grievances, if any, regarding the assessment.
  3. Students’ grievances related to internal assessment must be redressed promptly with transparency.
  4. The performance levels of the slow and advanced learners should be particularly evaluated to know the effect of special assistance provided to them.
  5. If a student is absent, the teacher must allow that student the chance to make up the time if necessary.
  6. If suspected malpractice occurs, appropriate actions against those who commit malpractices must be executed.

Post internal assessment process:

Merely conduction of internal assessments is not sufficient to achieve the purpose unless effective measures are executed to augment the performance of the students. After the evaluation, the answer books are to be shown to the students to enhance self-evaluation and for their self-satisfaction.

The model answers must be discussed in the classroom to enable the learners to understand their mistakes and to bring the required changes into their approach while answering the questions. In addition, all unit test marks within the stipulated time after unit tests must be displayed and brought to the notice of students.

The learners, who underperform in the internal assessment or are absent, must be provided adequate counselling and support through the mentoring system and the concerned HOD. If required, parents must be informed telephonically or during the visits to the houses of the mentees.

Who can file a grievance?

Any student enrolled at SGB Podar College who has a concern related to an internal examination can file a grievance under this policy. This may include issues such as:

  • Errors in question papers or marking schemes
  • Discrepancies in awarded marks
  • Procedural irregularities during the examination
  • Unfair treatment by examination personnel

How to file a grievance:

Students must submit their grievances in writing within a specified timeframe (i.e 5 working days) after the receipt of their internal exam results. Grievances can be submitted through the following channels:

  • Course Instructor: Students can initially discuss their concerns with the instructor of the course involved in the examination.
  • Student Grievance Redressal Committee (SGRC): Students can submit a formal grievance form to the Student Grievance Redressal Committee, outlining the nature of the issue and any supporting evidence.

Grievance Review Process:

  • Upon receiving a grievance, the designated faculty member (course instructor) will conduct a preliminary review to ensure the complaint falls within the scope of this policy.
  • If the grievance is valid, a committee will be formed to investigate the matter further. This committee, referred to as the Student Internal Examination Grievance Redressal Committee (SIEGRC), will typically consist of:
    • A senior faculty member (chairperson)
    • A faculty member from a different department
    • A representative from the teaching faculty (not involved in the disputed examination)
  • The SIEGRC will review all relevant documents and evidence, including the student’s complaint, the examination papers, and any statements from involved parties.
  • The SIEGRC will strive to reach a fair and just resolution within a designated timeframe (i.e.10 working days).

Possible Outcomes:

Based on the investigation, the SIEGRC may decide on one of the following outcomes:

  • Dismissal of the Grievance: If the SIEGRC finds the grievance unsubstantiated, it will be dismissed with a clear explanation communicated to the student.
  • Re-evaluation: The SIEGRC may recommend a re-evaluation of the examination paper(s) by a different examiner.
  • Awarding of Additional Marks: In cases of proven errors in marking, the SIEGRC may award additional marks to the student.
  • Re-examination: In exceptional circumstances, the SIEGRC may recommend a re-examination for the affected student.

Communication:

The student will be informed of the SIEGRC’s decision in writing. The communication will outline the rationale behind the decision and any resulting actions.

Confidentiality:

Seth Gyaniram Bansidhar Podar College will maintain the confidentiality of all information related to grievances throughout the process.
